Mark Vytvytskyy, MBA, C.Dir. is a results-driven executive specializing in government modernization and institutional transformation. With extensive experience across Ontario’s public sector and Ukraine’s major state enterprises, he builds organizations that are both accountable and innovative—where governance, data, and delivery truly meet.

Mark helps advance digital best practices and modern governance across public institutions. As a member of the inaugural Supervisory Board of the State Enterprise “Forests of Ukraine,” he is shaping the organization’s corporatization and digital enablement strategy to align with international standards and attract Canadian and global investment. His work focuses on building governance and performance frameworks that integrate technology, accountability, and commercial discipline—positioning the enterprise as a model for transparent, investor-ready public-sector reform.

He also serves on the board of the Canada-Ukraine Chamber of Commerce, where he founded the Rebuild Ukraine Business Conference in Toronto—the largest North American forum dedicated to Ukraine’s recovery. In partnership with Prozorro, Ukraine’s national procurement system, he led the creation of the Rebuild Ukraine Toolkit—a digital platform that helps Canadian companies navigate legal frameworks, participate in transparent bidding processes, and access partnership opportunities in reconstruction projects—strengthening Canada’s role in Ukraine’s economic renewal.

Having worked in and with every tier of government in Canada, Mark brings a deep understanding of how modernization, governance reform, and digital transformation come together to deliver public value. In Ontario, his leadership as Chief Transformation Officer for the City of Burlington and Chief Operating Officer at Conservation Halton shaped two complementary transformation agendas—one advancing municipal agility and data-informed decision-making, the other driving regional integration and long-term institutional sustainability.

Together, these experiences inform his current work at the provincial level, where he continues to champion enterprise modernization, digital enablement, and performance accountability.
